The Division of Child Accounting comprises four main components: Charter School Payments, Out of District Placement Payments, APS and Private School Payments, and Compensatory Education Payments. These components are primarily responsible for:
Remitting payments to charter schools, and other educational entities for students placed for special education, mental or behavioral health needs, or who are incarcerated, payments to private schools students placed in those schools by The School District of Philadelphia, and payments associated with individual compensatory education agreements.
The Charter School Payments component of Child Accounting is responsible for:
Remitting monthly payments to all Philadelphia Brick and Mortar, Renaissance, and Cyber Schools.
Non-Philadelphia Brick and Mortar Charter Schools. Analyzing Charter School enrollment and payment data. Supporting the calculation of the Annual Payment Rate and Average Daily Membership for Charter Schools. Supporting other District offices to ensure School District student data related to Charter Schools is accurate and up to date. Submitting State reports to ensure recovery of Charter School expenditures from the Pennsylvania Department of Education.
The Out of District Placements Payments component of Child Accounting is responsible for:
Remitting payments to other educational entities for students placed for special education, behavioral health, prevention/intervention, and incarceration programs (students covered under Section 1306 of the Pennsylvania School Code). Residency verification for students placed in residential or institutional facilities outside of Philadelphia (PDE-4605 process). Invoicing for Non-Resident students who attend School District of Philadelphia schools or programs.
Completing or providing support to other District departments for all State mandated Child Accounting reports.
The APS/Private School Payments component of Child Accounting is responsible for:
Remitting payments to other educational entities for students placed by The School District of Philadelphia in Approved Private Schools or other Private School placements including Extended School Year (ESY) placements. This also includes payments for families who elected for Alternative Extended School Year (ESY) programs.
Invoices for Independent Educational Evaluations (IEEs) arranged through the Office of Diverse Learners are also paid for through this Department.
The Compensatory Education component of Child Accounting is responsible for:
Remitting payments to parents/guardians or suppliers associated with student compensatory education agreements. More information can be found here.
