ENRICHMENT THEORY OF CHANGE

The School District of Philadelphia is proud to present the Enrichment Theory of Change, a guiding framework designed to create equitable access to high-quality enrichment programming across all District schools. This document reflects months of collaboration with educators, partners, and community members, and provides a roadmap to ensure that every student has the opportunity to experience joy, build a sense of community, and find fulfillment through enriching school experiences.

The Importance of Enrichment Programming

Enrichment programming goes beyond the classroom, helping students develop essential life skills, social-emotional competencies, and fostering their unique interests. By creating these opportunities, we aim to shape well-rounded students prepared for success both during their K-12 education and beyond.

As one student reflected, These programs give students the space to be creative and find something true to them. Through this Theory of Change, we aim to make that a reality for every student in the district.

How We Developed the Theory of Change

This Theory of Change was developed through a highly collaborative process involving key stakeholders such as students, educators, district leaders, and enrichment partners. Over the course of several months, the team worked through three phases:

  1. Identifying the Problem: Engaging with students and staff to clarify goals for enrichment programming.
  2. Creating Solutions: Outlining key strategies and measuring the impact of these programs.
  3. Refining the Framework: Integrating feedback from partners and community members to ensure a clear, actionable document.

The result is a framework that clearly defines the role of enrichment programs, sets expectations for program outcomes, and aligns efforts across schools, partners, and stakeholders.

How We Will Build on This Work

This Theory of Change marks the beginning of an exciting new chapter for enrichment programming in the School District of Philadelphia. Moving forward, we will be using this framework to:

  • Map existing partnerships to align with the Theory of Change.
  • Develop tools to measure program quality and student outcomes.
  • Seek funding to expand enrichment opportunities across all schools.
