This research brief provides a summary of findings and recommendations from the second administration of the teacher evaluation survey. The 2013-14 school year was the first year in which Pennsylvania’s new Educator Effectiveness System evaluated teacher performance utilizing multiple measures. Teachers are rated on a composite measure that incorporates classroom observation data, building-level scores, and individual impact of student achievement. This survey was administered to all School District of Philadelphia teachers to gain feedback on the evaluation process and professional growth system at their school during the previous year.
Important findings include:
- Teachers rated the 2013-14 evaluation process less favorably than the 2012-13 evaluation process across all possible categories.
- Overall, the percent of teachers who were satisfied with the evaluation process decreased by 11 percentage points from 2012-13 to 2013-14.
- From 2012-13 to 2013-14, fewer teachers reported that they did not receive any formal feedback from an evaluator.
