Each year, the School District of Philadelphia (SDP) and its partner organizations offer a variety of summer programs to ensure that students, especially those most vulnerable to experiencing summer learning loss, have the opportunity to continue learning during the summer months. In response to the digital and hybrid learning experiences of students from March 2020 – June 2021, summer 2021 programming offers were expanded from previous summers.

This report and the accompanying addendum examine fall 2021 Star Reading and Math assessment performance for students who attended 2021 summer programming compared to a matched sample of students who did not attend summer programming.

The report focuses exclusively on fall Star performance during the 2021-22 school year, while the addendum takes into account spring within-year assessment performance during the preceding 2020-21 school year.
