Sole Source
A sole source procurement is any contract entered into without a competitive process, based on a justification that only one known source exists or that only one single supplier can fulfill the requirements. In most cases, this occurs when there is only one supplier with the unique qualifications or goods to meet the needs of the District.
A sole source procurement is permitted only in a circumstance where a school, program office or Procurement Services has made and documented a determination that the goods or services are available from only one vendor. A sole source procurement is extremely unusual and should be considered an exception to the competitive processes in this Manual and Board Policy 610.
If you think your purchase should be a sole source procurement, please call our office or email purchasing@philasd.org.
