We are excited to highlight Patrick Osei, a dedicated professional with extensive expertise in capital improvement projects, data governance, and strategic planning. As the Director of Facilities Planning and Innovation at the School District of Philadelphia, Patrick leads the development of the Facility Master Plan, ensuring the district’s infrastructure meets the needs of its students and staff.
Before joining the School District of Philadelphia, Patrick served as the Director of Transportation Planning at the Lehigh Valley Planning Commission/Lehigh Valley Transportation Study MPO in Allentown, PA. There, he managed the long-range transportation plan and the transportation improvement program, under the supervision of the Federal Transit Authority, Federal Highway Administration, and PennDOT. His leadership was pivotal in advancing regional strategies for climate reduction, congestion management, safety, air quality, and environmental justice.
Patrick’s notable initiatives include the Regional Long-Range Transportation Plan, the Lehigh Valley Population and Employment Projection, and the Eastern Pennsylvania Freight Alliance Freight Infrastructure Plan. He co-led the Lehigh Valley Priority Climate Action Plan, positioning the region as a leader in transportation decarbonization. Additionally, Patrick developed “Planning for All,” LVTS’ Title VI Program document, showcasing a commitment to equity and access in compliance with the Civil Rights Act.
His career also includes significant contributions as an Engineer at the Pennsylvania Department of Transportation, where his work in safety data analysis and traffic studies influenced state transportation safety standards.
Academically, Patrick has made substantial contributions as a Graduate Teaching Assistant at Drexel University, guiding students in applying geologic principles to infrastructure and environmental engineering. His professional journey also includes roles as an Environmental Scientist with Innovative Environmental Technologies Inc. and a Data Steward with Veeva Systems.
Patrick is a PhD candidate in Environmental Engineering at Drexel University. He holds a Master of Science in Applied Geoscience from the University of Pennsylvania, and a Master of Science in Environmental Science, Policy, and Management from the Institute of Local Government Studies. His commitment to community service is evident through his involvement with Alpha Phi Alpha Fraternity, Inc., and as the Founder and President of Friends of Climate and Environment International in Accra, Ghana.
